Establish assessments as necessary to operate the account on an actuarially sound basis. Assessments shall be computed to provide for:
(a) Expenditures authorized under W.S. 1-42-103(c) and (d);
(b) Stabilization charges to develop adequate reserves, and
(c) Repayment of interfund transfers authorized by W.S. W.S. W.S. 1-42-104(a)
(d) Apportion and collect assessments from each participating local government which, to the extent possible, shall be in accordance with actuarially sound principles based upon risk and loss experience in the State of Wyoming and, if necessary, in states contiguous thereto,
