Once a claim is initiated by filing with the Board, the Board shall notify such carrier or party that the complaint must be answered within fifteen (15) days of the date of notification by the Board. The answer shall state the nature and basis of the claim as it is understood by the answering party, and a brief statement of its reasons for denying the claim or contesting the complaint.
The answer shall state whether the parties have engaged in discussions or attempts to settle the claim.
