The rules in this chapter govern the hearing and adjudication of complaints by claimants, including disputes between state employees or officials and carriers concerning the allowance and payment of claims, eligibility for coverage and other matters. The decision of the Board in matters arising under this chapter is binding upon all parties to a grievance, as provided by W.S. 9-3-205(a)(vi).
