The Board shall meet upon call of the chairman as often as
necessary to carry out its responsibilities. Meetings are open to the public. A majority of the members of the Board constitutes a quorum for the transactions signed by the chairman and executive director, which minutes shall be preserved in the Board's office.
(a) Meetings and hearings shall be separate functions.
(b) Meetings shall be held a least quarterly.
