(a) When any board of county commissioners authorizes the establishment of an absentee polling place under the provisions of W.S. 22-9-125(a)(ii), the County Clerk shall: - (i) Inspect and certify any voting machines to be used in the absentee polling place according to the provisions of W.S. W.S. W.S. 22-10-108;
- (ii) Appoint not less than three (3) qualified electors divided between the participating political parties as nearly equal as possible to serve as judges of election at the absentee polling place;
- (iii) Not later than fifteen (15) days prior to the first day of operation of the absentee polling place, hand deliver or send a notice by certified mail return receipt requested to the county chairman of each political party in the county notifying him of the right to have poll watchers present at the absentee polling place pursuant to W.S. W.S. 22-15-109; and
- (iv) Not later than seven (7) days prior to the first day of operation of the absentee polling place, the county chairman of each political party shall deliver to the County Clerk a list of names and schedules of party members who will be acting as poll watchers at the absentee polling place.
(b) For each day the absentee polling place is in operation, the following polling place closing procedures shall be followed: - (i) Upon official declaration that the polls are closed for that day, all automatic tabulating equipment and ballot boxes shall be locked, sealed, and secured;
- (ii) All unused ballots, ballot cards, poll books, voter oaths, and any other election materials or supplies shall be secured as in (i) above; and
- (iii) The official absentee polling place judges and the County Clerk, or his designee, shall complete a daily reconciliation of ballots cast, absentee voter oaths, spoiled ballots, etc. which shall be provided to the County Canvassing Board and become part of the official canvass record.
(c) A person may register at the absentee polling place provided he meets the qualifications of W.S. W.S. W.S. 22-3-102 and provides Acceptable Identification pursuant to Chapter 2, § 6 of these rules.
(d) If a person attempts to register at an absentee polling place after the statutory close of registration, as provided in W.S. W.S. W.S. 22-3-102, he must also cast his absentee ballot according to the provisions of W.S. W.S. W.S. 22-3-117(a).
(e) Not later than the close of business on the day prior to election day, the absentee polling place shall cease to be used. Any automatic tabulating equipment used at the absentee polling place shall be used by the absentee ballot counting board to process absentee ballots received via mail or other delivery method, provided ballots are received by the deadline as specified by statute.
