The purpose of this subchapter is to establish standards and procedures for the administration of grants under s. 23.09(20), Stats., to governmental units and nonprofit conservation organizations to acquire property for nature-based outdoor recreation and to governmental units to develop property for nature-based outdoor recreation facilities.
