Section NR 254.12 - Applicability; description of the hot coating subcategory(1) This subchapter applies to the discharge of pollutants to waters of the state and the introduction of pollutants into POTWs from operations in which steel is coated with zinc, terne metal, or other metals by the hot dip process. The hot coating subcategory includes the associated rinsing operations.(2) For zinc, the BPT limitations set forth in s. NR 254.122 and the BAT limitations set forth in s. NR 254.123 are not applicable to hot coating operations with wastewater treatment facilities achieving, during normal production, zinc discharge levels more stringent than the BPT and BAT limitations. For such operations, the BPT and BAT limitations for zinc shall be determined on a case-by-case basis based upon the existing performance of the wastewater treatment facility. The permitting authority shall evaluate effluent data from the wastewater treatment facility during periods of normal production to establish the case-by-case BPT and BAT limitations. The BPT and BAT limitations specified in ss. NR 254.122 and maybe 254.123 used for calculating the total mass limitations for zinc pursuant to s. NR 254.003.Wis. Admin.
