The purpose of this chapter is to reduce the amount of phosphorus discharged to surface waters by establishing effluent standards and limitations, including water quality based effluent limitations, for phosphorus in effluent discharged to surface waters of the state. Effluent standards and limitations are developed pursuant to ch. 283, Stats.
