Section NR 666.020 - Applicability(1) This subchapter applies to recyclable materials that are applied to or placed on the land in one of the following ways: (a) Without mixing with any other substance.(b) After mixing or combination with any other substance or substances. These materials will be referred to throughout this subchapter as "materials used in a manner that constitutes disposal".(2) Products produced for the general public's use that are used in a manner that constitutes disposal and that contain recyclable materials are not presently regulated if the recyclable materials have undergone a chemical reaction in the course of producing the products so as to become inseparable by physical means and if the products meet the applicable treatment standards in subch. D of ch. NR 668 (or applicable prohibition levels in s. NR 668.32, where no treatment standards have been established) for each recyclable material (i.e., hazardous waste) that they contain, and if the recycler complies with s. NR 668.07(2) (f).(3) Anti-skid and deicing uses of slags, which are generated from high temperature metals recovery (HTMR) processing of hazardous waste K061, K062 and F006, in a manner constituting disposal are not covered by the exemption in sub. (2) and remain regulated.(4) Fertilizers that contain recyclable materials are not regulated if any of the following apply: (a) They are zinc fertilizers excluded from the definition of solid waste according to s. NR 661.0004(1) (u).(b) They meet the applicable treatment standards in subch. D of ch. NR 668 for each hazardous waste that they contain.Wis. Admin. Code Department of Natural Resources NR 666.020
