A facility owner or operator who has fully complied with the requirements for an interim license, as defined in s. 291.25, Stats., and s. NR 670.070, shall comply with ch. NR 665 in lieu of this chapter, until final administrative disposition of the owner or operator's operating license application is made, except as provided under subch. S.

As stated in s. 291.25, Stats., the treatment, storage or disposal of hazardous waste is prohibited except according to a license. Section 291.25(4), Stats., provides for the interim licensing of an existing facility which meets certain conditions until final administrative disposition of the owner's or operator's operating license application is made.
