Section 95-2-18 - Reception and Orientation
18.1. Admissions. Written procedures for admission of inmates new to the system shall require at a minimum the following:
18.1.1. A determination that the individual is legally committed to the correctional facility;
18.1.2. A complete search of the individual and his or her possessions;
18.1.3. A disposition of personal possessions;
18.1.4. A shower and hair care, if necessary;
18.1.5. The issuance of clean, laundered clothing, as needed;
18.1.6. Photographing and fingerprinting the inmate, including notation of identifying marks or other unusual physical characteristics;
18.1.7. A medical, dental and mental health screening;
18.1.8. Assignment to a housing unit;
18.1.9. The recording of basic personal data and information to be used for mail and the visiting list;
18.1.10. The assistance of inmates in notifying their next of kin and families of admission;
18.1.11. An explanation of procedures for mail and visiting;
18.1.12. The assignment of a registered number to the inmate; and,
18.1.13. The giving of written orientation materials to the inmate.

Staff members shall explain the procedures being undertaken at each step in the admissions process. When necessary, these procedures shall be reviewed for inmates transferred within the correctional system.

18.2. Summary Admissions Report. Procedures shall require the preparation of a summary admission report for all new admissions to the correctional facility that includes, but is not limited to, the following:
18.2.1. An account of the legal aspects of the case;
18.2.2. A summary of the inmate's criminal history, if any;
18.2.3. The inmate's social history;
18.2.4. The inmate's medical, dental, and mental health history;
18.2.5. The inmate's occupational interests and experiences;
18.2.6. The inmate's educational status and interests;
18.2.7. The inmate's recreational preference and needs assessment;
18.2.8. The inmate's psychological evaluations;
18.2.9. Staff recommendations; and,
18.2.10. Pre-correctional facility assessment information.
18.3. Orientation: Transferred Inmates. Inmates transferred from other correctional facilities shall receive an orientation to the new correctional facility.
18.4. Personal Property. Procedures shall specify the personal property inmates can retain in their possession.
18.5. Security of Personal Property. Procedures shall govern the control and safeguarding of inmate personal property. Personal property retained at the correctional facility shall be itemized in a written list which is kept in the permanent file. The inmate shall receive a current copy of this list. All inmate's property retained by the correctional facility shall be accurately inventoried, handled carefully and securely stored. The property shall be available if required by the inmate and returned at the time of release. Confiscated items shall be noted on the inventory list which is signed by the inmate. Receipts shall be provided to the inmate for all funds and possessions stored, and upon release from the correctional facility, receipts shall be signed by inmates acknowledging return of their property.
18.6. Orientation, New Inmates. Orientation shall provide new inmates an understanding of what is expected of them and what they may expect to derive from the correctional facility programs. Orientation shall include formal class­es, distribution of brochures that describe correctional facility programs and rules and regulations, and discussions of the correctional facility's programs and procedures.
18.7. Reception Programs. The daily program for inmates in the reception unit shall include interviews, testing, and other activities related to the admission process, as well as development of the individual rehabilitation program, and receipt of information on educational, religious, work, and recreational programs. New inmates shall be provided reading materials and be permitted to attend religious services. They shall receive exercise on the same schedule as the general population and perform work assignments on the unit. Key program elements of the correctional facility shall be involved in the reception program.
