Section 81-16-3 - Purposes3.1. Assist local law enforcement agencies efforts to protect the children exposed to the offenders of child abuse and neglect by regulating how offenders register with the Child Abuse and Neglect Registry at their local State Police detachments.3.2. Provide the Department of Health and Human Resources notification of registered offenders of child abuse and neglect within five (5) business days in a format acceptable to the technologies of both the State Police and the Department of Health and Human Resources, so to assist in the performance and function of Child Protective Services and aid in the proper distribution and disclosure of offender information to persons specified in W. Va. Code § 15-13-5(b).3.3. Inform the law enforcement, criminal justice entities, other governmental agencies and the person of their rights and responsibilities as it pertains to the Act.3.4. To prescribe the manner of how a person is to register and the manner of how information pertinent to the registry originating from the probation officers, parole officers, courts, law enforcement officers and officials of Department of Health and Human Resources responsible for overseeing the release of offenders of child abuse and neglect is to be forwarded to the Registry.
