Section 73-1-3 - Addressing complaints regarding inhumane treatment of livestock3.1. Complaints regarding the inhumane treatment of livestock shall be placed to the sheriff, humane officer, or county commission in the county in which the complaint originated. 3.2. The sheriff, humane officer, or county commission shall forward all information regarding this complaint to the West Virginia Department of Agriculture and the Livestock Care Standards Board.
