This rule implements Enrolled Committee Substitute for H. B. 2612 which was signed by the Governor. That bill created a new code section, W. Va. Code '16-2D-4a. This new section authorizes the Health Care Cost Review Authority to promulgate rules to exempt from certificate of need review the conversion of acute care beds to skilled nursing care beds by a licensed hospital under certain conditions.
