Before any application for a rate increase will be accepted for review, the hospital must be in compliance with the Health Care Facility Financial Disclosure Act, W. Va. Code, '16-5F-1 et seq. Failure to be in such compliance shall cause the Authority to refuse to accept the application or request and to reject it.
