Each section and subsection of the Act and these regulations is hereby declared to be an independent section or subsection, and if any section, subsection, sentence, clause or phrase of the Act or these regulations shall for any reason be held unconstitutional, the validity of the remaining phrases, clauses, sentences, subsections and sections shall not be affected thereby.
