The complaint in any contested case may be served upon any respondent in a manner consistent with W. Va. Code § 29A-7-2 or Rule 4 of the West Virginia Rules of Civil Procedure as existing at the time of institution of the action. As a general rule of practice the Board shall first attempt to make service by certified mail, return reciept requested.
