Section 150-22-1 - General1.1. Scope. -- Public Law No. 102-240, "The Intermodal Surface Transportation Efficiency Act of 1991" (ISTEA), substantially amended 49 U.S.C. 11506, which set forth standards for registration of interstate motor carriers by the Interstate Commerce Commission and the states. The new law requires participating states to replace the current multi-state authority registration system (the so-called "bingo card" program) with a single-state insurance registration system. Mindful of this Commission's obligation to safeguard the public interest, it shall hence-forth be the policy of the Public Service Commission of West Virginia to implement a single-state insurance registration system for interstate motor carriers operating within the borders of this state in a manner consistent with the standards and procedures set forth in ISTEA.1.2.
