Officers who are not qualified for the designation of a primary specialty will be notified by letter (See ANNEX "D") concerning the deficiencies which must be overcome before an award of a full SSI qualification can be designated. For officers whose qualifications are inadequate for the award of a primary specialty, the State OPMS Manager will assign a code of the first three (3) digits of VTAADS requirement followed by Ø and either T, U, V, or W as appropriate to the individual, until such time he/she becomes qualified for an appropriate designation.
