Section 13-1-5 - Duties of the Secretary/Treasurer5.1. The Board shall elect a Secretary/Treasurer from its membership.5.2. The Secretary/Treasurer shall assist the Chairperson at his or her request, shall preside over all meetings in the absence of the Chairperson and shall assume the responsibilities of the Chairperson in cases of extended illness or long absences from Board meetings. In the event the Secretary/Treasurer assumes the functions of the Chairperson, another member of the Board shall temporarily assume the responsibilities of the Secretary/Treasurer.5.3. The Secretary/Treasurer shall prepare and submit upon Board approval an annual report to the Governor in accordance with W. Va. Code § 30-28-6.5.4. The Secretary/Treasurer is responsible for the preparation and submission of the annual budget to the Board.
