Section 13-1-3 - Powers and Duties of the Board3.1. The Board shall meet a minimum of 2 times a year with the first meeting to be held during the month of January in order to elect a Chairperson and Secretary/Treasurer.3.2. In order for the business of the Board to be legally conducted a majority of the members of the Board shall be present to constitute a quorum.3.3. Board members are entitled to compensation and expense reimbursement in accordance with W. Va. Code §30-1.3.4. Board appointments are made in accordance with W. Va. Code § 30-28-5.
