Section 126-123-2 - Eligibility

A Professional Service, Certificate (K-9 or 5-12) endorsed for school counselor may be issued provisionally for a three (3) year period provided:

2.1. The applicant:
a. Holds a Professional Teaching Certificate within the grade levels for which the school counselor endorsement is requested .or has completed the additional training in a state approved alternative school counselor training program which addresses professional cognitive objectives 1.0 - 3.0 associated with professional education standards (pp. 281-282) in Standards for the Approval of Teacher Education Programs in West Virginia, 1974.
b. Has completed the requirements for a masters degree relevant to the improvement of instruction from an institution of higher education accredited to grant the degree.
c. Has completed the institution's approved masters degree program for school counselor including the culminating clinical experience within the appropriate grade levels.
d. Successfully completed the field-based experience for school counselor.
2.2. The institution:
a. Certifies that the applicant has satisfactorily . completed its approved masters degree program for counselors.
b. Certifies the counselor has successfully completed the field-based experience.
c. Recommends the issuance of a Professional Service Certificate issued provisionally and endorsed for school counselor.
