Section 126-12-1 - General1.1. Scope. -- This rule provides an accountability system for all West Virginia public schools, including charter public schools, and counties that presents a coherent and aligned set of expectations necessary to transform schools and counties into outcome-focused, innovative, and accountable learning organizations that prepare all students for college and career. Additionally, this rule requires training of county board of education members (CBEM) and the development and operation of Local School Improvement Councils (LSICs) in West Virginia public schools.1.2.
