These rules shall regulate praciice and procedure before this Board with regard lo hearings and the discharge of general adminisiraiive duties.
These rules are promulgated and adopted by virtue of West Virginia Code, Chapter 31A, Article 3, Section 2(a) and Chapter 29A, Article 3, Section 1(7).
These rules were promulgated on the 1 Uh day of December, 1974-, and to become effective on the l0th day of January, 1975.
These rules were filed in the Office of the Secretary of Stale of West Virginia on the 11th day of December, 1974.
These rules may be amended by action of this Board in conformity with West Virginia Code, Chapter 29A, Article 3,
These rules and any repeals or amendment thereof shall apply in the form obtaining at the time any matter subject hereto shall first be initiated.
These rules shall be controlling in all matters before this Board except insofar as any rule may be in conflict with the provisions of the Constitution or any statute of the State of West Virginia, in which event such constitutional or statutory provision shall take precedence over any rule.
