Section 392-343-015 - State board policy(1) In the interpretation of the regulations in this chapter, the superintendent of public instruction shall be guided by the following state board of education policy: (a) To equate insofar as possible the efforts by districts to provide capital moneys;(b) To equalize insofar as possible the educational opportunities for the students of the state;(c) To establish a level of state funding assistance for the construction and modernization of school facilities consistent with moneys available; and(d) To recognize that districts may have reasons to remove district facilities from current inventories and provide consistent statewide policies for removal.(2) Nonhigh district participation in financing the cost of secondary school facilities shall be established pursuant to the provisions of chapter 28A.540 RCW.Wash.
