Emergency response plans should be consistent in designating who assumes the IC position. 3. If the first employee arriving at the scene is not trained as an IC (see Table 5, Training Requirements for Incident Commanders and Specialist Employees, WAC 296-307-70415 ), they may take control of the incident within their designated role and training level. |
