Section 260-12-020 - To whom rules apply

(1) The rules of racing apply to all persons, associations, partnerships, or corporations holding or conducting a race meet within the state of Washington where the parimutuel wagering system is used.

(2) These rules also apply to any participant in, or patron of, any race meet.
