This regulation implements chapter 70.105 RCW, the Hazardous Waste Management Act as amended, and implements, in part, chapters 70.95E, 70.105D, and 15.54 RCW, and Subtitle C of Public Law 94-580, the Resource Conservation and Recovery Act of 1976, which the legislature has empowered the department to implement. The purposes of this regulation are to:
(1) Designate those solid wastes which are dangerous or extremely hazardous to the public health and environment; Note: | The terms public health and human health are used in this chapter interchangeably. |
(2) Provide for surveillance and monitoring of dangerous and extremely hazardous wastes until they are detoxified, reclaimed, neutralized, or disposed of safely;(3) Provide the form and rules necessary to establish a system for manifesting, tracking, reporting, monitoring, recordkeeping, sampling, and labeling dangerous and extremely hazardous wastes;(4) Establish the siting, design, operation, closure, post-closure, financial, and monitoring requirements for dangerous and extremely hazardous waste transfer, treatment, storage, and disposal facilities;(5) Establish design, operation, and monitoring requirements for managing the state's extremely hazardous waste disposal facility;(6) Establish and administer a program for permitting dangerous and extremely hazardous waste management facilities; and(7) Encourage recycling, reuse, reclamation, and recovery to the maximum extent possible.Wash.
