Section 173-187-020 - Applicability(1) This chapter applies to owners and operators of onshore facilities, offshore facilities, and covered vessels required to meet financial responsibility requirements under chapter 88.40 RCW.(2) This chapter does not apply to owners or operators of:(a) Railroads, motor vehicles, or other rolling stock while transporting oil over the highways or rail lines of the state;(b) Covered vessels owned or operated by the federal government or by a state or local government;(c) Onshore or offshore facilities owned or operated by the federal government or by the state or local government;(e) Vessels temporarily transiting waters of the state of Washington through international maritime routes that do not call on United States ports.Wash.
