Section 173-180-425 - Class 1 and 2 facilities-Operations manual submittal requirements(1) The owner or operator of a Class 1 or 2 facility must submit an operations manual to ecology at least 120 calendar days prior to their planned date for conducting an oil transfer operation in Washington state.(2) One electronic copy of the manual and appendices must be submitted to ecology. Ecology will maintain electronic submittal instructions on the spill prevention, preparedness, and response program website.(3) The manual submitter may request that proprietary information be kept confidential under RCW 43.21A.160.Wash.
