Section 131-24-030 - Capital construction projects - SEPA policies and procedures(1) It shall be the policy of the state board for community and technical colleges that capital projects proposed by college districts shall be developed in a manner consistent with the provisions of chapter 43.21C RCW, the State Environmental Policy Act (SEPA), and chapter 197-10 WAC, guidelines for SEPA implementation.(2) A college district initiating a request for approval of any capital construction expenditure shall be considered the "lead agency" for the purpose of carrying out the provisions of chapter 43.21C RCW and chapter 197-10 WAC.Wash.
