Section 20 022 005 - SWINE BRUCELLOSIS ERADICATION PROGRAM
Section I DEFINITIONS
1. Reactor or Positive - Swine showing sufficient reaction to tests as determined by the commissioner, to indicate such swine as being infected with brucella organisms.
2. Negative Herd - A herd of swine containing no reactor swine.
3. Herd Test -
(a) The herd test shall include all breeding swine six (6) months of age and older.
(b) All swine shall be identified with an approved ear tag or by other means as may be determined by the Commissioner.
4. Infected Herd - Herd in which one or more reactor swine have been disclosed.
5. Official Laboratory - Laboratory approved by the Commissioner.
6. Regulatory Personnel - Full time employees of the State and/or Federal Department of Agriculture.
7. Quarantine - A restriction placed on movement of livestock. Such restrictions shall be those necessary to control disease.
8. Proper Identification - A means for identification of individual animal as prescribed by the Commissioner.
9. Import Permit - Written permission by the Commissioner to bring livestock into this state.
10. Immediate Slaughter - Movement directly to a recognized slaughtering establishment.
Section II LABORATORIES

All swine brucellosis testing shall be done only by an official laboratory.

Section III REPORTING

All activities conducted privately or as part of the official program, must be reported promptly to the Department of Agriculture.

Section IV QUARANTINE

Infected herds shall be held in quarantine until freed of brucellosis thru such tests deemed necessary by the Commissioner of Agriculture to free such herd of brucellosis.

Section V IDENTIFICATION OF REACTORS

Reactor swine shall be permanently identified by ear tag and brand.

Section VI SLAUGHTER OF REACTORS

Reactor swine must be consigned directly to slaughter establishments for immediate slaughter only, within fifteen (15) days of date of identification. An extension of time may be granted under extenuating circumstances.

Section VII CLEANING & DISINFECTION

Buildings, farrowing pens, and equipment shall be cleaned and disinfected following removal of reactor swine or the entire herd. Disinfection shall be done under supervision of regulatory personnel.

Section VIII REPLACEMENT SWINE
(a) Replacement swine may be added without test if procured directly from Validated Brucellosis Free Herds or negative herds in Validated Brucellosis Free Areas.
(b) All other replacement swine shall have passed a negative test and held in isolation until passing a second negative test at least thirty (30) days after the first, in the case of boars and open gilts, or after farrowing in the case of bred sows and gilts.
Section IX ISOLATION OF FEEDER SWINE

All swine kept for feeding purposes shall be held separate and apart from all breeding swine otherwise will be considered as part of the breeding herd.

Section X INDIVIDUAL VALIDATED HERD PLAN; HERD REVALIDATION; VALIDATED BRUCELLOSIS - FREE AREA PLAN; AREA REVALIDATION

The uniform methods and rules adopted by the Agriculture Research service, USDA and as may be amended by the U.S. Livestock Sanitary Association and approved by the Agriculture Research Service, ADE Division USDA shall be adopted by the Vermont Department of Agriculture and be made applicable within the State of Vermont.

Section XI
A. IMPORTS

Importers of swine for purposes other than immediate slaughter, shall acquire an import permit from the Commissioner of Agriculture prior to importing.

B. HEALTH CERTIFICATE FOR SWINE

A person shall not import, bring or cause to be brought, or ship or cause to be shipped into this state, any swine unless such animals are accompanied by a health certificate signed by a veterinarian whose competency and reliability are certified to by the authority charged with the control of livestock sanitary matters in the state or country from which the animals are moved. A copy of such health certificate shall be at once forwarded to the Commissioner. Such health certificate shall indicate that such swine have been blood tested negative within (30) days of import, (V.S.A. T6 Ch. 107, Sec. 1465) or as may be provided otherwise.
