Financial assistance for substance abuse treatment services is available for Vermont residents from substance abuse treatment programs that are supported by funds from the Vermont Office of Alcohol and Drug Abuse Programs. State rules pertaining to this program are established pursuant to 18 VSA Section 9143.
Any person with a substance abuse problem requiring professional treatment services can request this assistance from a State approved and funded substance abuse treatment program. To be eligible for assistance, the applicant must meet the following requirements:
The uniform fee schedule determines the percentage of the fee that the person will be required to pay. This is arrived at from the person's gross family income and number of dependents. The minimum payment for any person seeking treatment is 15% of the provider fee for the service provided. The Office of Alcohol and Drug Abuse shall annually republish the fee schedule after review and adjustment to assure it remains consistent with Federal poverty income guidelines.
Vermont residents can apply for assistance for substance abuse treatment services at any State designated substance abuse treatment provider. There are treatment providers located in most major Vermont communities. A complete list of these providers can be obtained by writing to:

Therapeutic and diagnostic treatment services are available in both outpatient and residential treatment facilities designated by the State Office of Alcohol and Drug Abuse Programs. The person seeking assistance must be able to demonstrate a clinical need for the substance abuse treatment that is being requested. All services are subject to State criteria and limits.
Eligibility is good for as long as there is a need for substance abuse treatment services and provided there is no change in financial resources or in the availability of other forms of insurance. In no event will the client be required to pay a fee that is greater than the provider's charge for the service received times the percentage from the uniform fee schedule.
The client is responsible for reporting any changes in insurance or income to the provider.
The State Office of Alcohol and Drug Abuse Programs awards funds to substance abuse treatment providers for the delivery of services to eligible clients. To be selected, a provider must be in compliance with Office of Alcohol and Drug Abuse Program Approval Standards for substance abuse treatment services and, in addition, the provider is required:
