Section R926-16-1 - Purpose and Authority(1) Purpose. This rule provides a procedure for submitting, screening, evaluating, and implementing an unsolicited proposal to form Transportation Infrastructure Public-private Partnerships (TIPPPs); soliciting a proposal to compete with an unsolicited proposal based on concepts within the unsolicited proposal; and excluding an unsolicited proposal covered specifically by other rules or that are the responsibility of another state entity.(2) Authority.
