(a) Residents shall be provided access to writing materials and postage for no fewer than two letters every seven calendar days.(b) When a resident is released or transferred from the facility, his or her mail shall be forwarded to the resident's new address.(c) Each facility shall maintain written policies and procedures regarding the disposition of property received in the mail.37 Tex.
