Section 20.132 - Compliance(a) Each state agency shall comply with the state procurement manual and contract management guide.(b) Procurement plan. State agencies shall formulate an agency procurement plan that identifies an agency's management controls and purchasing oversight authority in accordance with the policy guidance contained in the comptroller's procurement manual and contract management guide. A state agency must submit a copy of the procurement plan during the comptroller's audit of the state agency's purchasing documents or upon request by the comptroller.34 Tex. Admin. Code § 20.132
