Section 20.81 - General Purchasing Provisions(a) Chapter 20 of this title applies to purchases of goods and services by the comptroller pursuant to the authority of the Act.(b) Chapter 20 of this title applies to any state agency delegated the authority to purchase goods and services pursuant to the Act and these rules.(c) A retail electric provider serving an area with customer choice is not a public utility. The purchase of retail electric service in an area with customer choice is subject to procurement requirements under the Act and Chapter 20 of this title.(d) A purchase of goods or services from a gift or grant in support of research is not subject to the comptroller's purchasing authority.34 Tex.
