The department may require information in addition to that required by paragraphs (1)-(4) of this section. Scientific plant permits may be renewed, provided:
(1) the permittee has submitted the annual report by the date specified on the permit;(2) the permittee has complied with all permit provisions; and(3) the permittee has demonstrated reasonable progress toward the completion of research activities authorized by the permit. 31 Tex.
