Section 311.21 - Clear Lake Watershed Effluent Quality Criteria(a) All municipal waste discharges within the Clear Lake watershed (excluding those discharges which have pursued an acceptable alternative, such as diversion of effluent out of the watershed) shall improve and upgrade their waste treatment facilities and operations as needed to achieve, at a minimum, the following effluent quality criteria. (b) Effluent disinfection shall conform to Effluent Set A of "A Policy for Effluent Standards for Domestic Wastewater Treatment Plants," contained in § 309.4 of this title (relating to Table 1, Effluent Standards for Domestic Wastewater Treatment Plants). The commission, upon a satisfactory showing by the applicant that no significant adverse water quality condition will occur may provide in the permit that the ammonia as nitrogen limitation may be calculated on an annual basis or grant variances for seasonal variations during winter months so long as such seasonal variation does not exceed 5 mg/liter monthly average or 2 mg/liter on an annual average.(c) All industrial waste discharges within the Clear Lake watershed (excluding those discharges which have pursued an acceptable alternative, such as diversion of effluent out of the watershed) shall improve and upgrade their waste treatment facilities and operations as needed to achieve, at a minimum, effluent limitations commensurate with the treatment efficiencies required of municipal waste discharges to the Clear Lake watershed. In addition, each industrial discharge should be prepared to meet more stringent effluent limitations on a case-by-case basis if warranted by water quality considerations.30 Tex. Admin. Code § 311.21
