Section 117.1010 - Emission Specifications for Attainment Demonstration(a) Nitrogen oxides (NOX) emission specifications. The owner or operator of each utility boiler shall ensure that emissions of NOX do not exceed 0.10 pounds per million British thermal units (lb/MMBtu) heat input, on a daily average, except as provided in § 117.1020 or § 117.9800 of this title (relating to System Cap; and Use of Emission Credits for Compliance).(b) Related emissions. No person shall allow the discharge into the atmosphere from any unit subject to the NO X emission specifications specified in subsection (a) of this section:(1) carbon monoxide (CO) emissions in excess of 400 parts per million by volume (ppmv) at 3.0% oxygen (O2), dry (or alternatively, 0.30 lb/MMBtu heat input for gas-fired units, 0.31 lb/MMBtu heat input for oil-fired units, and 0.33 lb/MMBtu heat input for coal-fired units), based on: (A) a one-hour average for units not equipped with a continuous emissions monitoring system (CEMS) or predictive emissions monitoring system (PEMS) for CO; or(B) a rolling 24-hour averaging period for units equipped with CEMS or PEMS for CO; and(2) for units that inject urea or ammonia into the exhaust stream for NOX control, ammonia emissions in excess of 10 ppmv, at 3.0% O2, dry, for boilers and 15% O2, dry, for stationary gas turbines (including duct burners used in turbine exhaust ducts), based on: (A) a block one-hour averaging period for units not equipped with a CEMS or PEMS for ammonia; or(B) a rolling 24-hour averaging period for units equipped with CEMS or PEMS for ammonia.(c) Compliance flexibility. (1) An owner or operator may use either of the following alternative methods of compliance with the NOX emission specifications of this section: (A) § 117.1020 of this title; or(B) § 117.9800 of this title.(2) An owner or operator may petition the executive director for an alternative to the CO or ammonia specifications of this section in accordance with § 117.1025 of this title (relating to Alternative Case Specific Specifications).(3) Section 117.1015 of this title (relating to Alternative System-Wide Emission Specifications) and § 117.1025 of this title are not alternative methods of compliance with the NOX emission specifications of this section.30 Tex.
