The purpose of this subchapter is to prescribe guidelines and standards for the activities described in paragraphs (1) - (3) of this section:
(1) the submission of a statement of actuarial opinion in accordance with Insurance Code § 425.054 and for memoranda in support of such opinion;(2) the appointment of an appointed actuary; and(3) guidance as to the meaning of "adequacy of reserves."28 Tex. Admin. Code § 3.1601
