Section 194.4 - Guidelines for Early Involvement in Rulemaking Process(a) The Executive Director may designate certain individuals and groups that have an interest in matters under the board's jurisdiction as a stakeholder group and who submit an application on a required form to the board. (b) Input shall be sought from the stakeholder group on draft board rules prior to submitting the rules to the Texas Medical Board for approval, as appropriate. (c) A rule adopted under this chapter may not be challenged on the grounds that the advisory board did not comply with this section. If the advisory board was unable to solicit a significant amount of input from the public or affected persons early in the rulemaking process, the board shall state in writing the reasons why it was unable to do so.22 Tex.
