Section 884.62 - Final Decision and Order(a) A final decision or order following a contested case at SOAH shall be in writing and shall be signed by the presiding officer for the Council.(b) A party who appeals a final agency decision or order must pay all costs for the preparation of the original or a certified copy of the record of the agency proceeding that is required to be transmitted to the reviewing court.22 Tex.
