Section 22.42 - Authority and Purpose(a) Unless otherwise noted in a section, the authority for these provisions is provided by the Texas Education Code, §§ 52.31 - 52.40.(b) This subchapter establishes rules relating to the administration of several student loan programs that have been authorized by the Texas Legislature to improve and increase access to higher education in the State of Texas.19 Tex.
