(a) The research program supports research designed to attract and retain the best students and researchers and to help provide the knowledge base needed for innovation.(b) The research program is established to encourage and provide support for basic research conducted by faculty and students in eligible public and independent institutions in Texas in the research areas specified by Texas Education Code, § 142.002 and as revised by the Advisory Committee.19 Tex.
