The applicant shall have the right to proceed with activities covered by the application immediately upon submitting the certificates, bond (or other substitute collateral), approved application fee required in § RSA 11.95 of this title (relating to Surface Mining Bonding, Insurance, and Payment of Fees), and the commission has issued a written permit for such activities. The commission will issue a written permit within 30 days after the certificates, bonds (or other substitute collateral), and approved application fee required in § RSA 11.95 of this title have been received by the commission.
