Any person affected or any federal, state, or local governmental agency or authority shall have the right to file written objections to the application for a surface mining permit or for the renewal, revision, or transfer of such a permit, or for release of all or part of the performance bond on deposit with the commission within 30 days after the last publication of the notice referred to in § RSA 11.31 of this title (relating to Public Notice). Such comments shall be made a part of the record and one copy shall be furnished to the operator.
