The provisions of this Division 1200-3, the Tennessee Air Pollution Control Regulations, are severable and if any chapter, rule, paragraph, subparagraph, part, subpart, item, subitem, section, subsection, sentence, or phrase therein shall be adjudged to be invalid or unconstitutional by any court of (Rule 1200-3-1-.02, continued) competent jurisdiction, the judgment shall not effect, impair or invalidate the remainder of this Division 1200-3, but shall be confined to the Chapter, rule, paragraph, subparagraph, part, subpart, item, subitem, section, subsection, sentence or phrase of this Division that shall be directly involved in the controversy in which such judgment shall have been rendered.
