In establishing or approving rent structures the Agency will provide for rents, which together with other monies legally available to the Agency or the housing sponsor with respect to the housing development, will be sufficient to meet the debt service, maintenance and operational requirements of the housing development and in circumstances appropriate for limited profits a return on equity. Only rents established or approved by the Agency from time to time may be charged for dwelling units in housing developments financed by an Agency mortgage loan.
