Each applicant shall provide the secretary with an address for receipt of any legal paper for service of process. The last address provided to the secretary pursuant to this provision must be the address at which the secretary may tender any legal notice, including service of process in connection with an enforcement action. Service is complete upon tender of the notice, process, or order and shall not be considered incomplete because of the refusal to accept it or because the addressee is not found.
